The government today announced new easy-to-understand colour codes for terrorist alerts:

1. critical – attack imminent
2. severe – attack highly likely
3. substantial – attack strong possibility
4. moderate – attack possible but not likely
5. low – attack unlikely
6. code red – attack inevitable
